Şimşek made a post on his social media account regarding fund market regulations.
Pointing out that important regulations increasing transparency in capital markets and strengthening investor confidence have been made by the relevant institutions, Şimşek evaluated: “Taking into account the evaluations of international index providers, the flow of information has been strengthened with the regulations of the Capital Markets Board, and ultimate shareholding has become more transparent. With the Fund Guide announced at the end of August, it was ensured that mutual/alternative funds announce their portfolios weekly, and that the exceeding or falling below certain shareholding thresholds in funds traded on TEFAS (Turkish Electronic Fund Trading Platform) are announced.”
“Necessary additional steps will be taken without delay”
Drawing attention to the fact that concentration limits have been introduced for funds and that borrowing transactions are required to be conducted in organized markets and on a collateralized basis, Şimşek noted the following:
“By closely monitoring the results of the regulations, necessary additional steps will be taken without delay in consultation with all our stakeholders. Our priority is to complete the liquidation of troubled funds and protect the rights of investors. Sanctions will be resolutely applied against those who disrupt the fair and competitive functioning of the markets. We plan to complete the legal regulations that will strengthen the fight against capital market crimes, including the coordinated operations of funds, by the beginning of 2027. Our goal is to create a transparent, reliable, and efficient capital market where investor rights are protected.”
On the other hand, the global index provider MSCI had stated in its press release regarding Türkiye that certain index changes in the stock market were frozen until a second announcement. Pointing to the steps taken by the Turkish authorities in the capital markets, MSCI noted that additional time was needed to evaluate whether these measures would provide the structural improvements expected by investors. Accordingly, MSCI stated that it would continue to receive views and feedback from market participants regarding the functioning of the Turkish equity market, and that the process would be monitored until June 2027.
