Minister Şimşek: We will complete legal regulations to strengthen the fight against capital market crimes by the beginning of 2027

Şimşek made a post on his social media account regarding fund market regulations.

Pointing out that important regulations increasing transparency in capital markets and strengthening investor confidence have been made by the relevant institutions, Şimşek evaluated: “Taking into account the evaluations of international index providers, the flow of information has been strengthened with the regulations of the Capital Markets Board, and ultimate shareholding has become more transparent. With the Fund Guide announced at the end of August, it was ensured that mutual/alternative funds announce their portfolios weekly, and that the exceeding or falling below certain shareholding thresholds in funds traded on TEFAS (Turkish Electronic Fund Trading Platform) are announced.”

“Necessary additional steps will be taken without delay”

Drawing attention to the fact that concentration limits have been introduced for funds and that borrowing transactions are required to be conducted in organized markets and on a collateralized basis, Şimşek noted the following:

“By closely monitoring the results of the regulations, necessary additional steps will be taken without delay in consultation with all our stakeholders. Our priority is to complete the liquidation of troubled funds and protect the rights of investors. Sanctions will be resolutely applied against those who disrupt the fair and competitive functioning of the markets. We plan to complete the legal regulations that will strengthen the fight against capital market crimes, including the coordinated operations of funds, by the beginning of 2027. Our goal is to create a transparent, reliable, and efficient capital market where investor rights are protected.”

On the other hand, the global index provider MSCI had stated in its press release regarding Türkiye that certain index changes in the stock market were frozen until a second announcement. Pointing to the steps taken by the Turkish authorities in the capital markets, MSCI noted that additional time was needed to evaluate whether these measures would provide the structural improvements expected by investors. Accordingly, MSCI stated that it would continue to receive views and feedback from market participants regarding the functioning of the Turkish equity market, and that the process would be monitored until June 2027.

Loops AI raises $3.5 million in seed round led by a16z Speedrun and NTT

Loops AI, a startup developing AI-powered product discovery and shopping experiences for e-commerce, has closed a $3.5 million seed funding round. The round was led by a16z Speedrun, Andreessen Horowitz’s early-stage startup programme, with participation from NTT DOCOMO, Connecticut Innovations, Monday Capital, Alumni Ventures, and angel investors from companies including Netflix and Google.

Founded in 2025 by İlker Selim Zorluoğlu, Ari Nazir, and Yusuf Bahadır, the company currently works with brands including Mavi, Boyner, A101 Ekstra, and Petrol Ofisi in Turkey. The new capital will be used to expand product development and engineering capacity, scale customer deployments, and accelerate international expansion, with Japan as the first major target market, followed by Germany and broader Europe and Southeast Asia.

Moving the search box to natural language AI

Loops AI’s core technology allows users to describe what they are looking for in their own words rather than requiring them to know exact product names, navigate categories, or apply filters. The system processes the request against the brand’s product catalogue, product data, and business rules to return relevant options.

Co-founder Zorluoğlu described the technology: “When you walk into a store, you can tell a sales assistant: ‘I’m going to a business dinner tonight, I have navy trousers and I’m looking for a smart but comfortable shirt.’ With Loops AI, you can describe your need in the same way when shopping online. The system understands what you are looking for, evaluates it against the brand’s catalogue, product data and business rules, and finds the right options.”

The company applies its technology across AI-powered search and product discovery, shopping assistants, customer operations, product data enrichment, virtual try-on, and voice AI.

Purchase conversion 83% higher at A101 Ekstra

Loops AI measures the impact of its deployments through commercial metrics including product views, add-to-cart rates, purchases, conversion, and basket value. At A101 Ekstra, customers who engaged with the AI-powered product discovery experience showed purchase conversion 83% higher and add-to-cart rates 77% higher than the comparison group. At Wee Baby, average basket value was 11% higher, average spend per customer 26% higher, and 32% of customers made a purchase after their first query.

a16z Speedrun Partner Fareed Mosavat pointed to the company’s early results, noting that Loops AI had identified through its pilot deployments that brands need AI solutions capable of taking on customer journeys in an end-to-end way.

Global expansion ahead

Beyond retail and e-commerce, Loops AI is working to apply its infrastructure to financial services and energy. In the longer term, the company aims to build a shared infrastructure layer that allows enterprises to run their own data, systems, and workflows across different AI models and applications. The company is also developing specialised small language models for specific enterprise use cases. NTT DOCOMO’s presence among the investors is seen as strategically significant for the company’s planned entry into Japan.

QNB Türkiye announces e-Ledger integration

QNB Türkiye has launched an e-Ledger Data Integration that eliminates the need for corporate customers to submit their financial data to the bank as documents through various channels. With the new structure, customers can share their e-Ledger data with QNB Türkiye through a single approval via digital channels, enabling them to manage financing processes more quickly and easily.

Developed in collaboration with KKB, the integration allows the financial data required in financing processes to be accessed digitally, subject to customer consent. Businesses no longer need to submit their e-Ledgers as documents to the bank; instead, they can approve data sharing through digital channels. This reduces the need for document uploads to deliver financial data to the bank and aims to make financing processes run more smoothly.

“We are reducing the operational burden on our SMEs in accessing financing”

QNB Türkiye Deputy General Manager of SME and Commercial Banking Engin Turhan commented: “We believe that one of the most important contributions of digitalisation in banking is simplifying the processes that take up SMEs’ time. With e-Ledger Data Integration, we enable our corporate customers to share their financial data with our bank through a single approval via digital channels, without needing to prepare and submit documents. This reduces the operational burden on our SMEs in particular, as well as all our corporate clients, and contributes to faster progress in financing processes. We will continue to transform technology into solutions that make it easier for our customers to do business in the period ahead.”
